{"id":95267,"date":"2026-05-08T14:24:45","date_gmt":"2026-05-08T18:24:45","guid":{"rendered":"https:\/\/informedperspectives.org\/?post_type=research&#038;p=95267"},"modified":"2026-05-08T15:07:11","modified_gmt":"2026-05-08T19:07:11","slug":"time-to-let-party-leaders-know-gender-balance-in-politics-matters-to-canadians","status":"publish","type":"research","link":"https:\/\/informedperspectives.org\/fr\/research\/time-to-let-party-leaders-know-gender-balance-in-politics-matters-to-canadians\/","title":{"rendered":"Time to let party leaders know gender balance in politics matters to Canadians"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>By Susan Franceshet and Jennifer Piscopo via The Globe and Mail<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"foo\">It\u2019s official \u2013 the&nbsp;<a href=\"https:\/\/www.theglobeandmail.com\/topics\/2023-alberta-general-election\/\" rel=\"noreferrer noopener\" target=\"_blank\">Alberta election<\/a>&nbsp;is under way, and the race for who will lead the province promises to be a closely fought battle between two powerful women, former premier&nbsp;<a href=\"https:\/\/www.theglobeandmail.com\/topics\/rachel-notley\/\" rel=\"noreferrer noopener\" target=\"_blank\">Rachel Notley&nbsp;<\/a>and sitting Premier&nbsp;<a href=\"https:\/\/www.theglobeandmail.com\/topics\/danielle-smith\/\" rel=\"noreferrer noopener\" target=\"_blank\">Danielle Smith<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"fhaga\">Sadly, having two women contest a high-profile provincial election is an exception, not the norm. The country is still falling further behind when it comes to women in politics, particularly in federal elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"ap2j7\">Canada&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fdata.ipu.org%2Fwomen-ranking%3Fmonth%3D2%26year%3D2023&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912596938%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=1qT9vb7tPPePVVqt9zHpdRW%2F5vxMLQlmRJ4bWuNruTk%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">ranks<\/a>&nbsp;a pitiful 61st globally for women in its national<strong>&nbsp;<\/strong>parliament, much lower than European countries and even lagging behind Australia, Britain and New Zealand. We ended up here because our leaders haven\u2019t taken any meaningful action to include women at election time. It\u2019s time to let party leaders know that gender balance in politics matters to Canadians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"170ml\">Revisiting the suffragists\u2019 playbook to demand parity in political representation might be a good idea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"86geg\">Canadian women campaigned for the right to vote for more than three decades; activists began organizing in 1876 but didn\u2019t win voting rights until 1918. Indigenous people would wait several more decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"560lp\">Hard work and creativity were key. Women established provincial and national suffragist organizations. They gathered signatures on petitions. They&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.pc.gc.ca%2Fapps%2Fdfhd%2Fpage_nhs_eng.aspx%3Fid%3D1801&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=w03ArObiCx3rn3FTn4UKOlNi5X02iHd2SpzYHLdS5xs%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">staged mock parliaments<\/a>&nbsp;to demonstrate their political knowledge and debate skills. And they were opposed and scorned at every turn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"6buvd\">Now,<strong>&nbsp;<\/strong>it\u2019s been more than 100 years since&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cbc.ca%2Fradio%2Fagnes-macphail-100-anniversary-1.6273275&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=DD8eQOkzvrloFaTgiUFpFV%2FSZD7cHUwtMOZWGPwDAg0%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">Agnes Macphail<\/a>&nbsp;became the first woman to be elected to Parliament \u2013 yet men still hold 70 per cent of seats in the House of Commons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"5bk28\">This underrepresentation matters, because governments are&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Flink.springer.com%2Fchapter%2F10.1057%2F978-1-137-59074-9_4&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=GjRqneyXE0IOSRbTF7GBtdGj7891B1L8wOBDAVkbJBQ%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">much more likely<\/a>&nbsp;to develop policies and prioritize spending on issues that affect women when women are actually sitting at the table.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"2p17k\">Consider that feminist organizing and lobbying ensured that gender equality was enshrined in the 1982 Charter of Rights and Freedoms. But having guarantees on paper was not enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"bb487\">Even with constitutional guarantees, women have had to keep the pressure on. They\u2019ve staged multiple protest marches to gain full&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Friseupfeministarchive.ca%2Factivism%2Fissues-actions%2Freproductive-rights-and-choice%2F&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=X4EwXNF4XJZcTIRNnGksr5nm9KS%2F8LOJuYfR47KJxS0%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">reproductive rights<\/a>&nbsp;and to call public attention to the problem of&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Frabble.ca%2Ffeminism%2Ftake-back-night%2F&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=dRIUYEE%2Fi3fuNLWp1jPnwVggLve3SAqcm8nZ26Fr9ZA%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">violence against women<\/a>, including&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fvancouver.citynews.ca%2F2021%2F03%2F13%2Fmarches-across-canada-missing-murdered-indigenous-women%2F&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=VTsNI6pd2FZDDKcs7CmDMnx1i2G%2BYgplpE6pxyWaP1Q%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">missing and murdered Indigenous<\/a>&nbsp;girls and women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"9b0cb\">The lesson keeps repeating itself: Change doesn\u2019t just happen. Those with political power don\u2019t easily concede the needs or perspectives of those who are not represented. Change happens when advocates mobilize others to join campaigns that call public \u2013 and then politicians\u2019 \u2013 attention to problems of injustice, insecurity and inequality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"abrl7\">Other countries can<strong>&nbsp;<\/strong>offer inspiration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"8914l\">In 1975, the&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.bbc.com%2Fnews%2Fmagazine-34602822&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=BUPaVOUUx%2ByOPJnW8v58V1fGtqnQ2LaBKa4yqXy%2BHFM%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">women of Iceland went on strike<\/a>. Instead of going to work or tending to their families, they took to the streets, paralyzing the country. Within a year, the government adopted the&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fblogs.loc.gov%2Flaw%2F2022%2F03%2Fkvennafridagurinn-the-day-icelandic-women-went-on-strike%2F&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912753188%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=oMHMJrcrQ6vn1VkcFqC4UW50vf%2F3Bt2TFx%2FqsmT5AFk%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">Gender Equality Act<\/a>. Iceland has ranked&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fborgenproject.org%2Fgender-wage-gap-in-iceland%2F&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=529eZ%2BuPd6kaclIe35KscoZz5iqpQ6tUrmObvzJdJPQ%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">No. 1<\/a>in the world on gender equality for more than a dozen years, and women constitute 47 per cent of MPs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"b5t0v\">More recently, on International Women\u2019s Day in 2018, five million Spanish women workers staged a \u201c<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.theguardian.com%2Fworld%2F2018%2Fmar%2F08%2Fspanish-women-give-up-work-for-a-day-in-first-feminist-strike&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=BdjB0aKJ32xJA5ve%2BMSpQoy0Hh%2BeRCz%2FaOTheNU6QJA%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">feminist strike<\/a>.\u201d They marched in protest of the gender wage gap and violence against women, chanting slogans such as, \u201c<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.vice.com%2Fen%2Farticle%2Fmb5yza%2Fmillions-of-spanish-women-went-on-a-feminist-strike&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=ZWrqM4q80mK2VkGT1kEah2BlsZYLyn1UWJPom0fbQNA%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">if women stop, the world stops<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"9s8hf\">Today, Spanish women hold 42 per cent of parliamentary seats and a majority of cabinet posts. A proposed&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.voanews.com%2Fa%2Fnew-spain-law-promotes-gender-parity-in-politics-and-business-%2F6989975.html&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=5NxGl1fXmmxWnoqhoUfW11Wp838G1swzlZ5W9QjJXic%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">Equal Representation Law<\/a>&nbsp;will preserve these gains. Spain already has a 40 per cent quota for women candidates, and the new law would elevate this quota to 50 per cent for parliament, cabinet and corporate boards of directors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"4aa9e\">Hard work and strategic alliances among women in Latin America also resulted in gender parity in politics. Both&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.jenniferpiscopo.com%2Fmexico-study-route-article%2F&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=jND%2Bbt%2BYISU1DAZ9XAuHOVeLqswxfFVPqhjNqHLVMH0%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">Mexico and Argentina<\/a>&nbsp;require parties to divide candidacies equally among men and women. And in Chile, women&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Ftwitter.com%2FDani_Cicardini%2Fstatus%2F1204472626766180352&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=I%2BkS0uERguvBaZuGIX9VDzOVFPEdRGJpLJsOGrvOTJ8%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">chanting<\/a>, \u201cwe are half, we want half,\u201d in the streets and in Congress resulted in the world\u2019s&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cambridge.org%2Fcore%2Fjournals%2Fpolitics-and-gender%2Farticle%2Fblessing-in-disguise-how-the-gendered-division-of-labor-in-political-science-helped-achieved-gender-parity-in-the-chilean-constitutional-assembly%2FE3F2C043B30EF30A2DAFEDEA06FDC0EE&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=58leBu62HFjgXCpl75yDFam8AK%2FQInEV09UCLOt0PuI%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">first constitutional convention<\/a>&nbsp;where women held exactly 50 per cent of the seats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"8thfq\">When women come together \u2013 especially across political lines \u2013 they get heard. In the U.S., male legislators&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fjournals.sagepub.com%2Fdoi%2Fpdf%2F10.1177%2F1065912920939186%3Fcasa_token%3D0YFVoEdG4jgAAAAA%3Ak2nSE-YbUUXQoFg0v3P0fXuPxLHqxSM4Jdnak-qDOdhNstDW5jv2S7NR0twRcmnG8a1jZk6AC6YMMA&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=MfB%2FGHqhIFwIf7NY2MA7B1WTQJVBYQVLaRZ%2FVCC5VKc%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">accepted meetings<\/a>&nbsp;with female lobbyists only when they realized that the women had mobilized constituents. And collaboration among women\u2019s organizations was key in getting so many&nbsp;<a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cambridge.org%2Fcore%2Fjournals%2Fperspectives-on-politics%2Farticle%2Fabs%2Fcoalitions-matter-citizenship-women-and-quota-adoption-in-africa%2F026ADBBDDFC534FF1557E3D5FB1FBB97&amp;data=05%7C01%7CDClark%40globeandmail.com%7Ca87277678b77425ed11e08db589e3cd7%7C44376110425e46ab942e26c9518bfd03%7C1%7C0%7C638201208912909467%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=BVenXiMiG%2BEpeEtfgxjaJM5Pm6uNK%2FUxUzocMxOAJLs%3D&amp;reserved=0\" rel=\"noreferrer noopener\" target=\"_blank\">African parliaments<\/a>&nbsp;to adopt gender quotas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"2p8fr\">Of course, women faced hurdles when seeking quotas and parity. After all, securing the right to equal representation means that some men will have to stand down to make way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"dvph4\">But these actions are evidence that<strong>&nbsp;<\/strong>when women unite, they can win rights to political parity. A concerted campaign using the suffragists\u2019 tactics \u2013 letter-writing, marches and mock parliaments made up of women \u2013 would help to show that a status quo where men hold 70 per cent of seats in Parliament is completely unacceptable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"bhc5k\">Canadian women have come together and fought for basic rights before.
